Milford Go-Kart Club Inc.  T/A U S 13 Kart Club Track General Rules

 

 

 

These rules are in addition to the WKA rules

 

Tires - The Tire Rule is Maxxis tires (for all events) unless specified otherwise. 

 

Insufficient Funds - A $25.00 fee will be charged for all returned checks.  Fee must be paid before individual is allowed to return to racing.                 

           

Pit Crews - No arguing with track officials, penalty is automatic suspension 2 consecutive race weeks & could be thrown out for season. Drivers are responsible for the control and actions of their pit crewmembers.  Unacceptable actions of crewmembers will subject the driver to penalty or disqualification from an event or suspension of membership privileges.

 

Waste Oil Barrels - have been provided for proper disposal of used oil.  Any team that leaves oil in trash containers or is found to be dumping oil in any place other those marked barrels shall be fined $50 for the first offense. Additional offense fines shall be doubled.  Fines must be paid before any member of the team may compete or enter the pit area.

 

Trash - Everyone will be responsible for the removal of all trash from your pit area and surrounding area.  Anyone found to be leaving trash in his or her pit area will be fined $5.00 for the first offense. Just place extra trash bags in your trailer so you can put your trash in or beside trashcans before you leave.

           

Substance Abuse - Any person on the property who has evidence of substance abuse (beer, wine, liquor or drugs) about him/her or is seen using chemical substance during a race, will be barred from the track and from participating in racing activities for an indefinite period of time, and may be fined up to $100.00.

           

Fights - Any person who is involved in fighting at the track or function will be immediately suspended for the remainder of the night’s events.  Any person deliberately going into another competitor’s designated area in a violent or threatening manner will also be suspended.  A fight shall be defined as making physical contact. Any driver, or crew member found fighting or making contact with an official will be given automatic 2 consecutive race week suspension, placed on probation and may be barred from track for remainder of year. 

 

**Unless requested by an Elected Officer or the Race Director, NO ONE at any time is allowed past the gate of the track unless there is a scheduled event going on at that time. Anyone caught violating this rule will receive an automatic two week suspension.

 

Language - Any person that uses threatening, vulgar or abusive language, and gestures or any type of harassment - regardless of where he/she is in the facility is subject to a fine or suspension.

 

Engine Tear Down Protest – You must follow the WKA Rule Book procedures. In addition you must be a driver of the named class, and pay the fee of $225.00 to have another drivers engine taken all the way down (tech fees consist of the following $75.00 for protest fee and $150.00 toward rebuild).  Any and all illegal parts found in tech will become the property of Milford Go-Kart Club Inc T/A US 13 Kart Club.  A Tech Disqualification cannot be used as a throw-out race.  If the engine is found illegal the protestor will receive $150.00 back, if the engine is found legal the $150.00 will go to the protestee towards rebuild.

 

Illegal - Defined as item out of spec, not an intentional violation of WKA Rules as determined by Tech Inspector.  Illegal item may be confiscated at the discretion of the Tech Inspector.  1st Offense will be loss of points for that event.  2nd Offense will be loss of points for the season depending on the illegal part or object; this will be the Race Director’s decision.  Any deemed intention violation found by the tech inspector by a competitor continually would automatically result in loss of points for that season.

 

Weights - All weights will be double nutted; 5 lbs you must use a 5/16 bolt, 10 lbs you must use a 3/8 bolt, 15 lbs you must use a 7/16 bolt.  All weights must be painted white and have your number on them.

 

Rainout Policy - A race event will be considered complete at the conclusion of the heat / qualify races.  In the event, that some classes have completed their features those classes will be completed as of the scoring of the features.  Those classes that have not completed the features will be completed as of the scoring of the heats. If the cancellation comes prior to the start of the event (no karts on track yet) the Dated Gate Tickets must be retained and may be used as full admittance to the next event.  Club Races – will have two scheduled rainout dates, Delaware Divisional Event – will have one scheduled rainout date.

         

Scoring -All numbers must be clearly visible and easy to find. Kart must have numbers on both side panels, the right side of front nose, & rear bumper panel.

 

Scales - All karts must weigh in after both the heat/qualification and feature.  Weighing in lite for heat/qualification or failing to weigh will result in starting last for feature. Weighing in lite for feature or failure to weigh will result in disqualification. Driver must have both feet on scale and both hands on wheel.

 

US13 Kart Club Payoffs - Gift Certificates will be awarded to the top finishers in each class based on participation of the class.  The Gift Certificates can be used at the Registration Booth.

 

US13 Kart Club Points – You must be a member of the Milford Go-Kart Club Inc T/A US 13 Kart Club in order to race, with an exception of the Diamond State 50 and the Friday prior to that race.  All points are based on the amount of karts entered in each Class.  Points will not be awarded to any class with less than 3 karts entered.

 

Membership - The cost of the Milford Go-Kart Club Inc T/A US 13 Kart Club Membership is $20.00 Master Member must be 18 years of age or older.   Those under 18 must be an Associate Member to their parent or legal guardian at the cost of $10 annually.   Master member must have a Minor release on file.  A legal guardian or a Master Member who shows proof of Power of Attorney for the Associate Member must sign in associate members.  At the beginning of each season the parent or legal guardian must provide the club with the actual birth certificate of each participant.  The cost of participation in US 13 Kart Club Point events will be $25.00. To reserve a kart number the cost is $5 per class and you must be a member.  

           

Parking Spots - Club races you must be club member & state series must be WKA member.  Spots are determined by the following: Previous years parking arrangement, Race Sponsors, Club Membership, and first come first serve.  The Milford Go-Kart Club Inc T/A US 13 Kart Club reserves all rights to the parking spots. "Members cannot delegate parking spots for sale". 

 

Transponders - Transponders must be returned after each race. $25 fine for anyone who leaves the racing premises with transponder. The replacement cost of a Transponder is $250.00.

 

Disqualification's & Points  - In the event a driver is disqualified from his/her class for unsportsmanlike conduct in the form of physical and/or verbal abuse that driver will be penalized in the manner that has been set forth, and they may NOT use that race in his or her respective points series as a drop race.  Their suspension time will start from the next calendar week and run consecutively.  Race Director has complete responsibility for authorizing disqualification's and suspensions.  If an appeal is requested it must be presented in writing to the Board at the next Board of Directors meeting.  No special meetings will be set.

 

Fines & Disciplinary Policies – Any fines accumulated during a race season must paid in full before you race at the next event.  Determined offense will be decided by the board according to the severity of action i.e. Profanity, arguing, disturbance, etc…. Any of the fines or disciplinary action is subject to change due to the severity of the offence. 1st Offense will be $100.00 fine and/or 30 day probation or suspension.  2nd Offense will be a $200.00 fine and a written letter with a 30-day suspension.  3rd Offense will be immediate suspension from the property for the remainder of the season.  Each year will begin a new year for offenses, unless a time-lined suspension is involved.  The board has the right to punish repeat offenders at their digression.

 

Contracts/Vendors – Any person(s) who enters an event at the Milford Go-Kart Club Inc T/A US 13 Kart Club grounds and sells any product or provides any service is considered a Vendor.  They will be asked to sponsor $300.00 for any event of their choice.  This fee must be paid by the 2nd state race of the season.  If vending occurs after the 2nd state race the fee must be paid on the day of the event.  If the money is not paid by the date due the person(s) will be asked to cease selling parts or providing services on the grounds.  If found to continue to sell or provide services they shall be subject to disciplinary action, which could include fines, probation and/or suspension.  The vendor must hold a current Delaware Business License.

 

Junior I Rookie – Ages 7-11 can run 2 years but in the 2nd year if the child wins 3 races he/she will be forced to move up to the Jr 1 Class, points will not be transferred.  265 Weight. 18/65 Gear.

 

Clone Class – Completely box stock w/ small stock header pipe, open clutch. Also following AKRA Claimer Rule.  375 Weight.

 

Jr. Unrestricted – Stock Flathead (WKA Motor rules will apply), Ages 12-15 or 11 if you’ve had 1 year Jr II experience, 320 Weight.

 

 

 Peewee Rules For Milford Go-Kart Club Inc T/A US 13 Kart Club

 

 

Our purpose for a Peewee class is to introduce kids and their families at a minimum cost. Awards will be provided to all competitors in the Peewee Class.  Points will not be calculated for year-end awards.  You must race half of the races as a member of the kart club to receive jacket and trophy at the year-end banquet. The board can slow the karts as they see fit anytime (SAFETY IS OUR CONCERN).

 

Race Procedures:

*All drivers will draw a pill at registration to determine line-up.
*Karters will be lined up on the grid.
*Drivers will be paced to the front straightaway and given the green flag (rolling start).
*The Peewee will have a 20-lap feature or 20 minute time limit


Driver:
5-7 years of age as of December 20
Each driver must fully comprehend flags and race procedures.
Each driver must understand where flag stand is and where all caution lights are
Must be able to control kart in safe manner
Must have all WKA safety apparel


Kart Chassis Specifications:
Must be a WKA legal Sprint chassis
Must have all WKA safety equipment
Pedals must be easily reached by the driver
Tachs will be allowed
Must have front fairing covering at least 50% of each front wheel
Fairing height must not interfere with driver’s vision
No column fairing allowed
Kart must not move forward when at idle with brake off
Minimum combined weight of 240 lbs.
The kart must pass a safety inspection before the beginning of the season

Maximum tire circumference is 35 inches anywhere on right rear tire (measured with metal tape measure)

Engine Specifications - Briggs & Stratton L.206 sealed motor, seals cannot be broken, Or any modifications of any type
The Restricted Plate is a 3 - hole WKA Purple Plate

Absolutely no Blueprinting allowed (cross hatch marks will be allowed in cylinder wall only)
Recoil starter must remain on engine at all times

 

 

CLONE “BOX STOCK” ENGINE RULES

FOR THE US 13 KART CLUB

 

 

ENGINE SPECIFIC TECH SHEET FOR: BOX STOCK PROJECT 6.5 OVH

 

Description:  Single cylinder, 2 valve, OHV 4 cycle

Important Note:  All parts must be Box Stock Project factory production parts unless otherwise specified in this rules manual.  No machining or alteration of parts is allowed unless specifically noted.  All parts will be subject to a comparison to a known Box Stock part (when performing a “stock part” comparison check it is recommended to use a +/- .005” tolerance).  Engine will be teched as raced. There will also be a $200 claiming rule in place for this engine.  Refusing to accept the claimer will result in immediate disqualification of competitor along with forfeiture of any points earned to date in class.  Competitor will also not be allowed to compete any longer in that class.

 

Combustion chamber volume:  26.5 cubic centimeter minimum, with piston at TDC, using prescribed procedure.

Cylinder Head Requirements:  Must be OEM casting only.  Porting and / or grinding are not permitted.  Valve seats are two angles 45 degrees valve face and 30 degrees top relief.  Stock head bolts only, must have four.  Head gasket must be of stock configuration.  No copper or aluminum gaskets allowed.

Exhaust System:  Header and muffler.  Maximum length on header and muffler is 14” and minimum length is 10” Header must be single stage maximum .750” outside diameter.  Muffler must be Weiner type, part #89966.  Muffler may be welded onto end of header pipe or screwed on.  Baffle must be present in muffler and stock exhaust holes inside end of muffler must be unaltered.  This header and muffler combination in unaltered form is critical to the safety of this class.  Full inspection of the muffler will be performed if necessary to compare to stock component. Any stock configuration gasket allowed no other sealer.

 

Bore and Stroke:  Stock cylinder bore is 2.685” max. Stroke is 2.123” +/- .005”

 

Carburetor requirements:  Huayi OR RUI*ING model carb only.  Carb to intake sealer is gasket only no other sealer allowed.  Choke must be as supplied from factory, but may be fixed to stay in open position.  Venture .615” NO-GO. Rear carb bore .751” NO-GO.  Main fuel jet .042” NO-GO.  Low speed idle jet .019” NO-GO.  Emulsion tube must remain stock .064” NO-GO.  No other alterations are allowed.  After market air filter adapter is OK for use with angled filters.  Air filter adapter maximum length: 1.375”.

Valve Train:  Must remain stock. No polishing. No Grinding. Stock 1:1 ration OEM rocker arms only.  Stock valve cover only with any stock configuration gasket, no sealer.  Stock factory push rods only.  Stock valves only 45 degree angle only both valves, no modifications allowed.  Only Box Stock valve springs only.  Max wire diameter on spring wire is .0705” with a maximum tension or 10.8 lbs. At a height of .850”.

 

Ignition system:  Stock Box Stock system only and must be unaltered. Kill switch and low oil sensor may be disabled and removed.

Flywheel:  Box Stock flywheel only with plastic fins.  No alterations of any type allowed. Must also run stock flywheel key.

Piston and Rings:  Must be unaltered Box Stock only. No machining of piston and rings allowed.

 

Connecting Rod:  Stock Box Stock rod only.  No machining of any type allowed. Stock rod bolts only.

Crankshaft Requirements:  Stock Box Stock crankshaft required.  Machining, polishing, addition of material or other alteration of crankshaft is prohibited.  Stock factory timing gear mandatory and must be installed in original location.  Crankshaft journal diameter is 1.180” – 1.175” min.

 

Camshaft Requirements:  Stock as cast camshaft only.  Cam lobe base circle diameter .865”-.005”/+.010”

Duration check for Intake and Exhaust lobes (taken off pushrod).  Intake duration of 218.5 degrees at .050 lift/85.5 degrees at .200 lift. Exhaust duration of 221.5 degrees at .050 lift/96/5 degrees at .200 lift.  (All checks will allow +2 degrees for wear and gauge variances).

 

Max Intake lift on cam .225” taken at the pushrod.

Max Intake lift at the valve .238” taken on valve spring retainer with zero lash.

 

Max Exhaust lift on cam .232” taken at the pushrod

Max Exhaust lift at the valve .242” taken on valve spring retainer with zero lash.

 

Special note.  Valve guide wear can give false valve lift readings when checking off the front of the valve spring retainer.  It is advised to take readings at several other points around the retainer (back, and both sides) if wear is suspected of giving a false, unfavorable reading.

 

Block Requirements:  Block must remain stock as produced.  Stub for governor may be removed and hold plugged.  No machining of block allowed.  Welding to the block shall be for rod damage repair only and may not constitute a functional modification.

 

Carburetor/Fuel Tank Requirements:  Floor Mounted fuel tank mandatory (stock tank must be removed).  Pulse type fuel pump allowed.  Fuel pump must be pulsed from either the crank case or the valve cover.  You may install a flat metal plate in the original tank location for the purpose of mounting the throttle linkage and fuel pump.

 

 Claimer Rule:  You must finish the race in the box stock class to purchase the winners engine for $200 (minus the clutch/chain guard/throttle kit, header pipe/muffler, air filter adaptor/air filter, top plate & fuel pump).

 

BYLAWS OF: MILFORD GO-KART CLUB INC

T/A US 13 KART CLUB TRACK

 

ARTICLE I – NAME, PURPOSE

 

Section 1: The name of the organization shall be: Milford Go-Kart Club Inc T/A US 13 Kart Club.

 

Section 2: The Milford Go-Kart Club Inc T/A US 13 Kart Club is organized exclusively for governing the daily operations, expenses, and competition/rules of the club.

 

ARTICLE II – BOARD OF DIRECTORS

 

Section 1: Board role, size, compensation.

The Board of Directors is responsible for overall policy and direction of the club and to delegate responsibility for day-to-day operations to the President and committees. The Board of Directors shall have up to seven, and not fewer than five members. The Board of Directors and executive officers shall receive no compensation for duties associated with Board membership or executive position. Each member of the Board of Directors must provide annually, a level two sponsor, to be recorded in the annual treasurer’s report as a condition of Board membership. This sponsorship must be paid in full by the first day of June each year a Board member holds office.

 

Section 2: Meetings

The Board of Directors, as well as executive officers, will meet monthly during the racing season. Meetings during the non-racing season will be held as needed to maintain the business and integrity of the Milford Go-Kart Club Inc T/A US 13 Kart Club. The Board of Directors, as well as executive officers, will meet within one week of any and all Delaware Divisional Dirt Series (DDDS) races. The Delaware Divisional Dirt Series meeting will meet the criteria, as set forth above, for the monthly racing season meeting. The President and/or the majority membership of the Board of Directors may call an emergency meeting at anytime, giving all Board members and executive officers at least 72 hours notice. Meetings held without 72-hour notification will not subject members of the Board of Directors or executive offices to any/all attendance policies.

 

Section 3: Terms of office

The Board of Director positions will be voted on at the Annual General Kart Club Meeting. Nominations must be made by Milford Go-Kart Club Inc T/A US 13 Kart Club members in good standing. To be placed on the ballot, an individual must have been a member of Milford Go-Kart Club Inc T/A US 13 Kart Club during the concluded year and be in good standing. Elected Board members will serve a term of two years. There will be no term limits. Board of Director Positions will be identified numerically, beginning with one, and listed sequentially. Board of Director Positions identified with an odd number will be elected on odd numbered years. Board of Director Positions identified with an even number will be elected on even numbered years. The Board of Directors shall at no time contain any immediate family members (i.e. brother, sisters, husband, wife, mother, father, or child).

 

Section 4: Resignation, termination, and absences

Resignation from the Board of Directors must be made in writing and received by the secretary prior to the next Board meeting. A member of the Board of Directors will be removed from office for excessive absence if he/she has two unexcused absences from Board meetings in a given calendar year. An unexcused absence is defined as any absence by a member of the Board of Directors in which no prior notification is made to either the President or Vice President. Unexcused absences will be noted in the recorded minutes of meeting. A member of the Board of Directors may be removed from office by the general membership of the Milford Go-Kart Club Inc T/A US 13 Kart Club (for i.e. inappropriate behavior, causing a disturbance). For the general membership to remove a Board member an election must be properly announced to give all members of the Milford Go-Kart Club Inc T/A US 13 Kart Club notice of a general meeting to replace such Director. The Board of Directors may call such a meeting. In the case of a tie vote, the President will have the deciding vote.

 

Section 5: Vacancies

If a member of the Board of Directors cannot fulfill his/her full term, the Board of Directors reserves the right to call a general meeting of the membership to replace the Director through general election. If the Board of Directors still has a quorum of current members, the open seat may be left open until the next Annual General Kart Club meeting.

 

Section 6: Physical property

Any and all Directors who resign, are removed from office, or have reached terms end will return all documents and other physical property of the Milford Go-Kart Club Inc T/A US 13 Kart Club to the Board of Directors upon terms end.

 

ARTICLE III – EXECUTIVE OFFICERS

 

Section 1: Appointment process

Executive officers will be appointed by the Board of Directors following the Annual General Kart Club meeting. The conditions for consideration of appointment will be the same as for the Board of Directors. Appointment to an executive position will be considered final with a majority vote of members of the Board of Directors and acceptance by the member under consideration. The executive offices shall include a President, Vice President, Treasurer, and Secretary.

 

Section 2: Definition of positions

The definition of executive office position shall include, but not be limited to the following:

 

(1)   President – The office of the President will represent the organization and act on behalf of the Milford Go-Kart Club Inc T/A US 13 Kart Club upon advisement of the Board of Directors. The President signs all legal documents. The President must keep order in meetings, be fair and impartial, and protect the rights of all members. The President has no initial vote in club/board matters but shall, in case of a tied vote, cast and record the deciding vote.

(2)   Vice President – The office of the Vice President may be called upon to fill the position of President if the President is unable to attend a meeting. The Vice President will fill the office of President should the President resign, or if the position of President is vacated for any reason until a new President is appointed.

(3)   Secretary – The office of Secretary is responsible for keeping all organizational reports including committee and up to date lists of club members. The Secretary is responsible for taking minutes at all business, board, and general club meetings. The Secretary will bring the minute’s book, bylaws, rules, membership list, committee list, agenda, and any other necessary supplies to all meetings. The agenda will state:

(a)    call to order stating date and time

(b)   attendance (present and absent)

(c)    previous meeting minutes

(d)   committee reports

(e)    old business tabled to next meeting

(f)     new business

(g)    open discussion

(h)    date and time of meeting adjournment

(4)   Treasurer – The office of Treasurer is responsible for receiving and disbursing the money of the organization. The Treasurer’s duties will include:

(a)    receive and deposit funds into the club’s account

(b)   provide members receipts for dues paid

(c)    Payment of bills (any expenditure that totals over $500 must have an officer’s signature as well as the treasurer’s).

(d)   provide detailed reports to Board Members and/or club members stating, per event, monies taken in through the gate, registration, wrist bands (pit passes), vouchers, parking, fines, sponsorship, number reservations, vending, membership, 50/50, and special events

(e)    Provide detailed reports to Board Members and/or club members stating, per event, monies paid out to employees, track maintenance, trophies, vouchers, etc.

 

 

ARTICLE IV – MEMBERSHIP

 

Section 1: Membership shall consist of two classes: voting Master members and non-voting Associate members. Master members must be 18 years of age or older and shall pay annual dues. Associate members are those under the age of 18 and must pay annual dues and be sponsored by a Master member. All members, Master and Associate, shall adhere to all rules and policies set forth in the bylaws and rules and regulations promulgated under authority of the bylaws.

 

Section 2: Associate members must provide written permission from a legal guardian/parent, regardless of whether the Associate member is sponsored by a legal guardian, parent, or other person meeting the requirements of master member. At the beginning of each race season, the parent/legal guardian must provide the club with a copied birth certificate of each participant.

 

Section 3: In order to receive monies, trophies, and/or points you must either be a Master or Associate member of the Milford Go-Kart Club Inc T/A US 13 Kart Club.

 

ARTICLE V – GENERAL MEMBERS MEETING

 

Section 1: Annual meeting.

The club shall meet at least once per year at the Annual General Kart Club meeting to elect open Board of Director positions as well as any other business that requires a vote of Master members of the Milford Go-Kart Club Inc T/A US 13 Kart Club. The Board of Directors shall provide at least ten (10) days notice and no more than sixty (60) days notice to all members. The Board of Directors shall set the date and time of the Annual General Kart Club meeting. The Board of Directors shall also choose the location.

 

Section 2: Special meetings

The Board of Directors may call special meetings or upon at least a one third vote of Master members. All members must be notified at least seven (7) days prior to the meeting. If the agenda of the special meeting is to include a vote of Master members, the notice requirements of the Annual General Kart Club meeting will apply.

 

ARTICLE VI – COMMITTEES

 

Section 1: The Board of Directors may appoint committees to perform club business subject to the approval of the Board.
