Rules For The U. S. 13 Kart Club &Revisions
U S 13 Kart Club / T/A Milford Go-Kart Club Inc Track General Rules
These rules are in addition to the WKA rules
Tires - The Tire Rule is Maxxis tires (for all events) unless specified otherwise.
Insufficient Funds - A $25.00 fee will be charged for all returned checks. Fee must be paid before individual is allowed to return to racing.
Pit Crews - No arguing with track officials, penalty is automatic suspension 2 consecutive race weeks & could be thrown out for season. Drivers are responsible for the control and actions of their pit crew members. Unacceptable actions of crew members will subject the driver to penalty or disqualification from an event or suspension of membership privileges.
Waste Oil Barrels - have been provided for proper disposal of used oil. Any team that leaves oil in trash containers or is found to be dumping oil in any place other those marked barrels shall be fined $50 for the first offense. Additional offense fines shall be doubled. Fines must be paid before any member of the team may compete or enter the pit area.
Trash - Everyone will be responsible for the removal of all trash from your pit area and surrounding area. Anyone found to be leaving trash in their pit area will be fined $5.00 for the first offense. Just place extra trash bags in your trailer so you can put your trash in or beside trash cans before you leave.
Substance Abuse - Any person in the Pit Area who has evidence of substance abuse (beer, wine, liquor or drugs) about him/her or is seen using chemical substance during a race, will be barred from the pit area and from participating in racing activities for an indefinite period of time, and may be fined up to $100.00.
Fights - Any person who is involved in fighting at the track or function will be immediately suspended for the remainder of the night’s events. Any person deliberately going into another competitor’s designated area in a violent or threatening manner will also be suspended. A fight shall be defined as making physical contact. For the first offense we will impose a fine of $100.00 and/or up to a 1 month suspension or both. Any driver, or crew member found fighting or making contact with an official will be given automatic 2 consecutive race week suspension, placed on probation and may be barred from track for remainder of year. Any person considered causing a disturbance, whether verbal or physical, to disrupt the orderly conduct of the event, will be removed by the officials for a period of time determined by the Race Director, or Board of Directors and will constitute a fine or suspension.
Language - Any person that uses threatening, vulgar or abusive language, and gestures or any type of harassment - regardless of where he/she is in the facility is subject to a suspension of up two consecutive race weeks.
Fines - Any fines accumulated during a race season must paid in full before you race at next event. Transponders must be returned after each race. $25 fine for anyone who leaves the racing premises with transponder. The cost of a transponder is $250
Engine Tear Down Protest - A tear down protest in writing must be made to the Race Director at the scales after the given race. You must be a driver of the named class, and pay the fee of $225.00 to have another drivers engine taken all the way down (tech fees consist of the following $75.00 for protest fee and $150.00 toward rebuild). Any and all illegal parts found in tech will become the property of US13 Kart Club. A Tech Disqualification can not be used as a throw-out race
Illegal - Defined as item out of spec, not an intentional violation of WKA Rules as determined by Tech Inspector. Illegal item may be confiscated at the discretion of the Tech Inspector. Any illegal item will result in the loss of points for that event only.
Tech Barn Area - is off limits to everyone excluding US13 Kart Club Officials, Kart Owner, or Engine builder being teched only. During any events the US13 Kart Club Officials may require an engine tear down. Any refusal for engine tear down will result in a disqualfication & loss of your points for that event.
Weights - All weights will be double nutted and all weights over 7 lbs. will be double bolted and double nutted.
All weights must be painted white
Competition Age- 103.2.1( WKA Tech Manual) A driver's actual age as of December 20, 2006 shall establish his/her "competition age"for the 2007 calendar year. EXAMPLE: A driver is competing in a class that has a maximum age of 15 years. If the driver is 15 on December 20, 2006, the driver may compete in that class for the entire 2007 calendar year, no matter how early in the year the sixteenth birthday occurs.
Rainout Policy - A race event will be considered complete at the conclusion of the heat / qualify races. In the event, that some classes have completed there features those classes will be completed as of the scoring of the features. Those classes that have not completed the features will be completed as of the scoring of the heats. If the cancellation comes prior to the start of the event (no karts on track yet) the Dated Gate Tickets must be retained and may be used as full admittance to the next event.
Rainout Re-schedule for club races will be the (next off week) rain-out date. Saturday Delaware Divisional Event will be one rain date of {Saturday October 6}.
Re-Entry - When a kart runs off the track during practice,qualifying, or race, they can only return to the racing surface from the tops of turns 1&2 or 3&4. Karts remaining on the grid will have 90 seconds to enter the track. The 90 second rule ONLY applies to drivers/karts already on the grid, not karts that are still in pit area. Kart & driver must be on grid ready to go.Grid (90 second rule) - Once the karts enter the track to begin the race, any karts remaining on grid will have 90 seconds to enter the race.
Green Flag - The green flag shall start all races. No passing will be allowed before the pole sitter passes the designated starting spot on the track. Any kart that is out of line or jumps the flag by passing karts before the green flag is thrown shall be put to the rear. After a false or jump start driver is sent to the rear and if caution is brought out on first lap the field will go to single file start.
Black Flag - The black flag is the disqualifying flag. This flag when given to a driver must be obeyed immediately. The Rolled Black Flag means a warning and does not have to be given before waving of Black Flag. In case of a safety infraction due to accident driver receives last place points
In the case of a Disqualification for un-sportsmen like conduct. 1st offense driver will lose their points for that race & put on probation. 2nd offense driver will lose their points for that race, suspended for 2 consecutive race weeks, & chance to be thrown out of racing for season. 3rd offense driver barred from racing for the season.
Red Flag - The red flag means danger and STOP at once. Regardless of position on the track. Move to the infield area. Get off the kart and shut engines off and make sure the track is clear for ambulance and/or safety vehicles. Pit Crew members are not allowed on the track until cleared by flagman or race director. Only one Pit Crew Member is allowed to a kart.At no time can tools be used on the track to repair disabled karts. All repairs must be made in the pit area.
Yellow Flag - The yellow flag means caution, the track is not clear. The drivers will have to slow down with no passing, fall into single line, bumper to bumper. We do not race back to the flag stand. We will go back to the previous full lap and realign the karts. With those karts that brought out the caution will be put to the rear. No adjustments or repairs to the kart may be done. If something on your kart needs to be moved or bent for safety reasons the race director must be notified. Race director has overall responsibility for authorizing adjustments or repairs.
Passing Flag - The Blue Flag with an orange stripe is the passing flag. The flag is given to karts that are being lapped. Said karts shall immediately move to the outside until lapping kart or karts have passed.
Checkered Flag - The race is officially over. All karts must take a complete cool down lap before entering scale area.
Disqualification's & Points - In the event a driver is disqualified from his/her class for unsportsmanlike conduct in the form of physical and/or verbal abuse that driver will be penalized in the manner that has been set forth, and they may NOT use that race in his or her respective points series as a drop race. Their suspension time will start from the next calendar week and run consecutively. Race Director & Flagman have complete responsibility for authorizing disqualification's and suspensions. If an appeal is requested it must be presented in writing to the Board at the next Board of Directors meeting. No special meetings will be set.
Scoring -All numbers must be clearly visible and easy to find. Kart must have numbers on both side panels, the right side of front nose, & rear bumber panel.
Scales - All karts must weigh in after both the heat/qualification and feature. Weighing in lite for heat/qualification or failing to weigh will result in starting last for feature. Weighing in lite for feature or failure to weigh will result in disqualification. Driver must have both feet on scale and both hands on wheel.
US13 Kart Club Payoffs - Gift Certificates will be awarded to the top finishers in each class based on participation of the class. The Gift Certificates can be used at the Registration Booth.
PeeWee Class - Awards will be provided to all competitors in the PeeWee Class. Points WILL NOT be calculated for year-end awards. Rules for this class will be provided to the parents of this class. The board can slow the karts as they see fit anytime (SAFETY IS OUR CONCERN)
US13 Kart Club Points - Points will be awarded to US13 Kart Club members only. You must be a current US13 Kart Club member. Non-members will be allowed to race, but will not receive points. All points are based on the amount of karts entered in each Class. Points will not be awarded to any class with less than 3 karts entered. There will be 15 US13 Kart Club Points events with -2- throw-outs.
Membership - The cost of the US13 Kart Club Membership is $20.00 Master Member must be 18 years of age or older. Those under 18 must be an Associate Member to their parent or legal guardian. At the cost of $10 annually. Master member must have a Minor release on file. Associate member must be signed in by legal guardian or have Power of Attorney for Associate Member. At the beginning of each season the parent or legal guardian must provide the club with the actual birth certificate of each participant. The cost of participation in a US13 Kart Club Points events will be {member's $25 non- member's $30}. To reserve kart number the cost is $5 per class and you must be a member.
Parking Spots - Club races you must be club member & state series must be WKA member. Spots are determined by the following: Previous years parking arrangement, Race Sponsors, Club Membership, and first come first serve. The US 13 Kart Club reserves all rights to the parking spots. "Members cannot delegate parking spots for sale".
Promotions - The cost of participation in any US13 Kart Club Non-Points Special events will be deter minded by “The Promotion Committee”, at the time of the scheduling event. Special requirements may be determined by the Board of Directors.
Safety Equipment - Full coverage crash helmets of approved design and which are specifically manufactured for racing use are mandatory and must comply, at minimum, with Snell foundation 1998 specification. Eye protection is mandatory, full visor (clear view) integral with helmet. Neck braces of collar type unaltered, designed for motor sports is mandatory in all classes. Drivers are required to wear jackets of abrasion resistance nylon or equivalent and full length pants to minimize abrasions. Shoes, socks and gloves are mandatory. (NO ITEMS SUCH AS BANDANAS, SWEATER HOODS, LOOSE BELTS, ETC WILL BE PERMITTED) If hair extends below the helmet level it is mandatory that participant keep it secured underneath the helmet. All safety equipment is subject to pre tech inspections.
These rules can be modified at any time and classes be started or dropped by the "Board of Directors"
Outlaw Class - 15yrs. and older, Kart & Driver must weigh 375lb MANDATORY BILLET FLYWHEEL and you must go through tech before you practice, only stock appearing 5hp carburetor, mandatory muffler.

2007 Pee-Wee Rules For U. S. 13 Kart Club Track
Purpose:
Introduce kids and their families to racing at a minimal cost.
The pee wee advance and pee wee rookie class will go out twice a night. They
will have a 10-minute time limit in each session. They will go out after
practice and after heat races.
This class will cost $25.00
You must race half of the races as a member of the kart club to receive jacket
and trophy at the year-end banquet.
Rookie Class:
All drivers will draw a pill at registration to determine line-up. Format:
All karts will drive to the front straightaway and stop.
When karters are ready, the green flag will be displayed (All starts will begin
from a stop).
After 10 laps are completed, the drivers will receive the yellow flag along with
the checkered flag.
The field will be inverted, realigned on the front straightaway and restarted.
The checkered flag will be displayed by itself at the completion of the 20th lap
or when the 10-minute time limit has expired, whichever comes first. ALL drivers
are winners!!
Advanced Class:
All drivers will draw a pill at registration to determine line-up. Format:
Karters will be lined up on the grid.
Drivers will be paced to the front straightaway and given the green flag
(rolling start).
After 10 laps are completed, the drivers will receive the yellow flag along with
the checkered flag.
The field will be inverted and then given the green flag.
The checkered flag will be displayed by itself at the completion of the 20th lap
or when the 10-minute time limit has expired, whichever occurs first.
Driver:
5-7 years of age as of December 20, 2007
Each driver must fully comprehend flags and race procedures.
Each driver must understand where flag stand is and where all caution lights are
Must be able to control kart in safe manner
Must have all WKA safety apparel
Kart Chassis Specifications:
Must be a WKA legal Sprint chassis
Must have all WKA safety equipment
Pedals must be easily reached by the driver
Tachs will be allowed
Must have front fairing covering at least 50% of each front wheel
Fairing height must not interfere with driver’s vision
No column fairing allowed
Must have an approved rear bumper (outside to outside of rear wheel)
Must have an operating kill switch located on steering wheel
Kart must not move forward when at idle with brake off
Must use transponders
Minimum combined weight of 240 lbs.
The kart must pass a safety inspection before the beginning of the season

with metal tape measure)

Spark plug is not subject to tech
Purple Horstman .425 restrictor plate required
No lightened parts
No shaving or milling of the piston on the underside or topside and no
additional oil holes
No porting of the intake or exhaust ports or other modifications altering size
or flow efficiency of the port. No pin pushing
No recess cutting or back facing of the block, spring relief, lifter bore, etc
No 5hp carbs
No matching of carbs or parts contained in carbs
No oversized 5hp style intake gaskets for air passage
No matching of bolts or block for air passage
No offset flywheel keys. Stock B&S only

parent’s responsibility to achieve the minimum lap time requirement. The board
may alter these rules as necessary at anytime. All pee wee drivers and parents
must stay after the drivers meeting for their own meeting. This non-points
class.
